MONTEREY ZONING BOARD OF APPEALS

MINUTES
January 25, 2005


Members Present:  Peter Murkett, Chair; Dean Amidon, Acting Clerk; Robert Lazzarini; Cynthia Weber; Fred Chapman; Bonnie Tedder, Admin. Asst.

The hearing for the Extension to the Variance for Gould Farm’s Staff Housing opened at 4:05 p.m.
Present on behalf of Gould Farm:  Philip Heller, attorney representing Gould Farm; Kate Tower, Director; Martin Chernoff, Vice Chairman; Stanley Ross, Chairman of Gould Farm’s Finance Committee.

On February 9, 2004 the Monterey Zoning Board of Appeals granted a variance for the construction of Staff Housing at Gould Farm.  This variance is due to expire February 9, 2005.  Mr. Heller indicated that under MGL Chapter 40A, Section 10, grantee may extend a variance for a period not to exceed six months, so long as the application for such takes place within that one year window.

Mr. Heller stated that the construction cost of Orchard House, now underway, is estimated to run 20% higher than anticipated, and has, therefore, placed Gould Farm in a position that necessitates additional borrowing of funds to make up the cost increase.  Mr. Heller also indicated that the Staff Housing project is estimated to run 55% higher than anticipated, and Gould Fund is seeking to raise funds to meet this increase, which is the reason Gould Farm is seeking the extension to the variance for the Staff Housing project.

Discussion among the board members took place, and Fred Chapman inquired as to the lender situation.  Kate Tower responded, and indicated the increase was due to the increase in septic and well costs, and that these costs would be acquired through fund raising, and not through a lending institution.  Ms. Tower also stated the amount of funds needed were in the range of $500,000 - $600,000.

Dean Amidon moved to grant the extension, Bob Lazzarini seconded the motion, and there being no further discussion, the Board voted to grant the extension to the variance for Gould Farm’s Staff Housing, in the following manner:
